 note = {The traditional academic town of Freiburg i. Br. was elected the environmental capital of Germany. This paper analyses the five environmental policies of the city to keep the good dwelling environment. They are the policies of traffic, energy, air pollution, nature and house waste. Civil movement against the construction of atomic power station caused the strong consciousness to keep the comfortable dwelling circumstances by using natural and solar energy in place of fossil fuel and caused to create the solar-city and the capital of environment.
