Furthermore, 16 categories were organized into 4 factors.\nAs a result of the analysis, it was found that the factors related to complaint expression include the following environmental factors. It's Lack of explanations and reports from the institutions, Attitudes and systems of staff that hinder the expression of complaints, and The function of the residents organization has become a mere shell.
