Inevitably, leakage from a work force will exceed entry. We point out that the result and situation of shortage of labor occurred in section 2. To handle this, Japanese Government considered introduction of foreigner labors.\nThe condition for labor shortage cancellation is specified in section 3 for shortage of labor to form even if we supplied with the decrease part of the Japanese laborer by foreigner labor temporarily.
